Just keep an eye out for your other played sims. If they don't have the appropriate clothes or you see them turning blue and your sim is close enough ask them see their cold weather clothes. Oddly enough, the less weather effected played sims I see and most have saved themselves or I've been able to save them. I haven't played any of my more populated save games yet though. :|
