Almost all my sims barely have any friends. Most have a max of 2 actual friends unless I purposely make them go out and interact with people.
I think it depends on play style. I don't want my sims to be hermits, I want them to have friends. I just don't think most of them are “people persons”. They just have some friends among coworkers and neighbors. Like, seriously, four friends and you are an extravert already? I have more irl and I'm definitely an introvert.
