Wondering why...
… my Sim has level 8 flower arranging skill but can only make arrangements up to level 5 on the flower arranging table. Anyone know why this might be?

Because level 5 is where they stop learning to make new flower arrangements. Every new level you gain from then on only gives you new perfuming options and boosts the quality of lower level arrangements. It's still worth it, however; the perfuming options you get at level 9 and 10 can be extremely useful. ;)
