How can people think that kissing can lead to romance, but sex doesn't?
People kiss their parents and children. Kisses are used as greetings in some cultures. Sims do it in Windenburg. The "kiss on the hand" was traditional for men to do to ladies when meeting them for the first time (but in sims it's a romance interaction.)
On the other hand, when a guy wants sex with a girl, she expects it to lead to romance and gets depressed when he never calls her back. She doesn't feel that way if he kisses her and doesn't call her back.
