I agree, it would be a useful function to revive the game.
For example I would like to be able to take the base map of San Myshuno but decide that all buildings are like those in the fashion district. So I could create a sort of "tokyo" in which to create a story for Asian Sims.
Or I would like to take the willow creek map as a base but delete all the buildings and set up a blue / black ground with alien plants. I could create an alien world in which to make so many aliens live and create a science fiction story.
I remember that in the sims 3 I had bought lunar lakes. I had an alien that traveled over time (with the EP into the future) and I had created a story in which he was part of a space mission. Then, having the chance, I had set the absence of wild animals (no horses in an alien world!) And I had a lot of fun even with that.
However, beyond anything, current maps should be able to be explored more. The areas around the lots could offer many more possibilities but in many places it is not possible to go.
