It has just one regular neighborhood. But when to take your sim to the workplaces, they have their own surroundings like tiny neighborhoods. And sixam also has a neighborhood with lots of (practically empty) terrain outside the lot where you arrive. I think when it comes to creating the pack, these places (pseudo-neighborhoods you can't access directly) took time/resources that could have otherwise gone to creating neighborhoods for a bigger world.
It's just how they feel to me, officially there is only one neighborhood with 4 lots
