I guess the world pack could contain the assets to its own buildings etc. as a game pack (maybe cost between GP and SP?) and it is a nice idea.
To be honest, the themes picked recently by Maxis to EP/GP (ecoliving and maybe space) seems to represent an end of generation (that moment when they start doing 'extra' content) and I'm not sure if it would be viable to them to start release 'WP' at this point.
