In my experience, TS4 works a computer hard...there are many users and forums on the internet that back this up. I would not recommend a laptop for this reason, it's going to run hotter than a desktop.
I have a one year old Dell pc with a Core i5 9400 (a fairly decent processor) and 12 GB of ram--with no other programs running in the background and no browsers open, CPU usage is oftentimes in the 90-95% range. And even though it's a desktop with plenty of ventilation, it still spits fire when playing TS4...it becomes a small space heater
