People think you need a 2k gaming pc but you really don't for the sims, laptops do actually handle it really well on max graphics contrary to popular opinion, atleast mine does and it was a similar price so this one should be able to aswell! :)
It really depends on the specs and what you define as smooth. Also the resolution you are playing in and if your are on laptop mode or not.
I was only referring to the specs the OP listed since the price really doesn't mean anything.
If the OP wants a good frame rate of steady 60 fps on ultra with all DLC and even in bigger areas I don't think this CPU or 8GBs of RAM will cut it.
But it's definitely above the recommended requirements if that's what the OP wants to know.
