Why should The Sims 4 be treated any differently? Why should players not have hot tubs when they only have the base game installed or they aren't interested in Perfect Patio SP?
That's a question you should ask the developers, not other players. If previous iterations had hot tubs from the getgo, fine, but TS4 didn't, and that's the difference. I bought Perfect Patio specifically because I wanted hot tubs, and it's the only new gameplay object of that SP - if this was a huge EP with many gameplay objects, making one of them available to everyone would be a different story, but taking away the one unique thing a pack had would make all the players who paid extra for it feel ripped off.
