As of the title read before I read replies, I lean to vote no. And this comes from a person that owns the base game.
For fairness, I'm sure Maxis would resort to reusing the hot tub assets from PP stuff pack, which is a 10$ stuff pack devoted for just this new object in variations, so I do understand and in their shoes would feel ripped of as well. Mind you, the hot tub adds onto EA's unreasonably price taglines. Also, like with lounges from IL, they had the opportunity to pre-patch hot tub right after PP release, since we all know devs aren't being payed and thus motivated to bring additions for patch updates. As for the argument that the BG is still barebone, how about they just introduce new gameplay objects, like the merry-go-around for children, a trampoline, hockey table...

There's idea corner, that has less of a complaining traffic. Game Feedback section very often have rants than the Ideas Corner.
