Would you rather have World Packs instead of Stuff Packs?

I was thinking about it today, and i personally would be more interested in buying a World Pack that comes with a well-designed world + themed objects than having SPs. I want CAW, but i would welcome ...

I rather not pay for something that was once free to do myself and now I have to pay for. True in Sims 3 there were worlds that were pay to play but I was never forced to buy them as one can create their own worlds to play in.
