Would you rather have World Packs instead of Stuff Packs?

Made the interesting discovery about an hour or so ago that TS3 gave us 10 world packs, all loaded with goodies and sims and ready to go, each with a differen theme & related game play. Beats the current diet of mostly middle class America suburbia. If they did it then, why not now? Believe it or not, the last one, Roaring Heights, was rated M. It was based on the 1920s and probablly 30s judging by the box art. That was the Capone & Dillinger era, so maybe that's part of where the rating comes from.
