You can write skill books on any skills you achieved a high level in. 

But if you're looking for an actual list, the purchase section of a bookcase shows all the skills, so maybe you can use that as a guide.

36 skills overall; couldn't find anything concerning minor skills* (i.e. those with only 5 levels) as well as Baking, DJ Mixing, Flower Arranging, Herbalism, Parenting, Pipe Organ, Singing, Vampire Lore, Veterinarian or Wellness

* there's also Travel Guide requiring level 5 Selvadoradian Culture skill but that one is listed in the Write Genre Book category (and doesn't seem to improve skill when being read)
