Wth is wrong with the jobs in the University expansion pack?

Twice two different sims have graduated from university. One just graduated with honors in psychology. This is supposed to help boost her career in education but bot sims are always starting at level ...

The low level jobs are still available so if you've entered at entry level position you didn't pick the high level jobs entry. I don’t see that though. I only see one option in the education tab and that is level one. Is there somewhere different that I have to go to see this?
