I got this issue the other month. I too deleted my talking toilet. I hope they fix this in a future patch, because I love the way they made the talking toilet. It's hilarious and kinda creepy at the same time because it watches your sims pee.
Done some more testing.
For sure it's only triggered if a child uses the massage function. You can safely use it with a kid if you make sure to not let the child choose the interaction, so you stop it from using the massage function.
So I have put the toilets back.
Hopefully Maxis will see this and be able to find the glitch that causes the toilet to buzz now that we know it's the kids doing it.
