In my play testing you can save your collectibles to a public lot, but I will double check that to be sure. I don't know about the switching households, I will have to test that. I do not play rotational games. I usually only focus on 1 household and rarely switch. I will have to do further testing on this to confirm. :)
I'll have an update later today on my findings. As far as I know though all the collectibles stay put and you can save them there. I'm not really concerned with the collectible progress as I am about being able to display my whole collection in my private museum.
You can always go recollect extras. I will test out what you have said and come back with a report.
