YESSSS! Ok, so you CAN save your collectibles on a public lot when you travel from the museum to your home and back. Though, yes if you don't keep the collectibles in your pocket you do loose that progress while you're not on the lot, but you can always collect doubles of items to fulfill that requirement while you display your best collectible pieces in the museum.
So to test it out, I put up some collectibles in the museum, saved it and then had my sim travel from the museum to her home and then back to the museum and all of the collectibles stayed.
Now, I'm going to move her to a new house and see if her collectibles still stay in the museum and for a last test I will switch households and have a new sim go to the museum to see if the collectibles are still there.
