In the past, they have had access to the pack days before the rest of us and can use it with any other packs they own. I would expect that to happen around the time the game update drops which is June 2.

To elaborate : The access they have/had was not the normal early access. From what I understand it was an online alternative to sims camp where they are usually travel to EA and play there. Physically travelling was not possible this time around so game changers were allowed access from home. That is why they only have base game and the new pack and also why all of them have a watermark on their screen, to trace possible leaks.

Like @Chazzzy said I also assume they will have 'regular' early access, so with all packs they own, when the patch drops.

From what I understand it's not that they weren't allowed to use other packs, its that they were given a testing copy of the full game which only includes Eco Lifestyle and the June 2nd patch. So it works like a completely different server to the actual game and has no connection to their existing copy of the sims if that makes sense

They had a virtual sims camp with the base game and Eco Lifestyle. lilsimsie was speculating that she gets the pack early like right after the official patch. I tried to watch the video again but don't remember which one it was.
