.package files?

What program to use if/when one wants to read .package files? What program TS4 uses?

What i meant was for some reason my computer changed the program that can be used to read etc the .package files to WordPad and after that my game stopped working ..so i was just wondering what is the correct program.
All the symbols in front of those .package files changed to WordPad symbols...
