Okay, after having a little fiddle about I surmise its testing cheats on and then debug cheats enabled which gives this option. Since I've been using mods I actually don't know what the debug enabled command is, but I'm having a search for it as I type to be sure (all I keep finding is the mod by Clown on MTS which hasn't been updated yet but still works for this and other stuff I want it to do (start fires etc.) I'll keep looking to see if I can find the console command.
Edit - well, I can't for the life of me find a command to just enable the debug stuff, although there must be one. The mod I've listed works okay for the gardener, and what I want it to do for now, but hopefully someone with more of a clue can give you (and me) the console command , looking for it I found call handyman and maid (soak cheats) but no flipping gardener!).
