Yes you can make custom featured looks.
The LOOK (0X71BDB8A2) resource is what actually what adds the Styled Look to the UI. It contains the text key, thumbnail information, tag info, sort order, etc.
The SIMO (0X025ED6F4) resource is what defines what the styled look is, i.e. the clothing used for the Style Look. The LOOK resource contains a reference to the SIMO resource.
The SIMO resource just contains a list of resource keys, these key can reference custom content. If the user does not have the custom content it should fall back to the default standard part, same as how if you download an item with CC from the gallery it falls back.
