a question on CC paywalls

I'm not sure if this is in the right subcategory, I went back and forth with myself on posting it here or in the questions section.

Anyways. I want to clarify and confirm, EA has a rule that sims custom content cannot be permanently hidden behind a paywall, correct? And a followup question to that, how long can it be hidden behind a paywall before it's flagged as being permanently hidden behind a paywall?
