All conversations between sims default to awkward encounter

Steps: How can we find the bug ourselves? Initiate a conversation with any sim.
What happens when the bug occurs? All conversations, both between household sims with excellent relationships and with new acquaintance NPCs, automatically default to "awkward encounter," regardless of the sims' moods and the types of interactions happening or socials selected.
What do you expect to see? Appropriate conversation labels between sims and interactions that are appropriate to the tone of chosen socials.
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
If I do not keep actively queuing up positive socials, relationship meters are negatively affected. I have had to turn off autonomy to make this more manageable. This started happening all of a sudden right after I used a re-traiting potion on one of my sims to give him the loyalty trait. Going back to a previous save file without that trait did not fix the new issue. Now even when I load a save from much earlier in the game where any recent interactions should not be a factor, conversations in progress that were casual will turn awkward within seconds. I saw there was a similar issue years ago that had been marked solved, but the issue has reemerged for me now so I am beginning a new thread.
Update: I discovered a fear a of judgement had popped up as a result of all the awkward encounters with NPCs and that was why my sim's conversation with his spouse was affected. Once I overcame that fear, the issue was solved with household members that also have the loyalty trait. The issue now seems to be specific to NPCs. This being the case, it may be related to the autonomous mean interactions bug we've been seeing since the new patch.
Not sure why these behavioral changes carried over into a previous save I had loaded when testing the issue, however.
