All World Sims Have Disappeared

I play with mods, including MC Command Center; they're all up to date. This allows a larger than normal household; I usually play this way without problems. In my current save, however, all the world Sims have disappeared. I get calls and text messages from them; I get invited to someone's house but no one is ever there; my nanny, gardener and mailman have stopped showing up. This is during the Reaper Rewards event, too, if that makes any difference. I've removed the datadb package, too. 

Any suggestions?
