If you've ruled out CC - if this is happening with no CC or mods - it's possible that you found one of the bugs. Have you deleted Sims from that world? See the first post in this thread. If you did that, the only option is to restore an earlier save. Then don't delete Sims at all until after the game is patched to repair the bug.
