Were they born in-game? Because I've read/heard that they aren't affected if they are, IIRC. (Correct me if I'm wrong.)

Sims are not dying in Neighborhood Stories
All the events are turned on, including deaths, but NPC’s are dying only from an old age. Also they are making and adopting babies, they are adopting animals, so I have a problem with overpopulation....
