Because EA completely messed up the whim system a few patches ago and as there are a lot of whims that are dependant on a Sim's traits/mood/whatsover it takes an awful amount of testing and tweaking things.
That beeing said, the great majority of the updates the whimoverhaul gets are really tiny tweaks. The last one only disabled one or two more buy whims showing up for a certain trait if I remember correctly.
So if you don't have any issues with a current version or have no problem to occasionally just click a not fitting whim away (which you have to do anyway as whims still get struck after a while until EA solves this bug), you really don't have to download every new version of the mod.
It's sufficient to check back for a new version one or two weeks after a new pack/major patch release.
Same goes for my townieoverhaul mod which also is mainly updated for minor fine tuning on most occasions. Both mods are chaning a whole lot of tuning files so naturally they need a bit more love/care than small mods.
In fact, only a tiny amount of the mod updates I make are due to the fact that the mod actually stopped working. I just like tweaking my mods for the best result possible.
Mods that actually needed an update due to the recent patch/pack are:

My recent favourite updates concerning fine tuning are:

The rest of the updates since the pre-Tiny Living patch are all minor fine tuning tweaks.
