Because EA completely messed up the whim system a few patches ago and as there are a lot of whims that are dependant on a Sim's traits/mood/whatsover it takes an awful amount of testing and tweaking things.
That beeing said, the great majority of the updates the whimoverhaul gets are really tiny tweaks. The last one only disabled one or two more buy whims showing up for a certain trait if I remember correctly.
So if you don't have any issues with a current version or have no problem to occasionally just click a not fitting whim away (which you have to do anyway as whims still get struck after a while until EA solves this bug), you really don't have to download every new version of the mod.

Thank you very much for the explanation! I can understand as you play you probably find more things you'd like to do away with. I would too! Your whimoverhaul mod is actually the only thing that makes whims tolerable to me. Otherwise, Sims just constantly want to look up information about vampires.
