I tried to see if removing the cc and reinstalling would fix it but it didn't. Is there a way to fix that at all?

I did that. Including removing all cc eyelashes, eyebrows, and eyes and there is still two sets of eyebrows. I want to play my game without this problem but I can't seem to fix it. It only did that after enabling the CC for random batch fix.
Remove the items and delete the localthumbcache.package file and then reinstall the original items. You can find them in the Sims 4 Studio folder, under Batch Fixes. Look for the date you ran the fix and Allow CC for Random. All of the original (unfixed) files should be in there. Then cut and paste them to your Mods folder. DO NOT RUN THE BATCH FIX AGAIN.
