@5wrk3t1awocz   Hello!  I'm sorry you're having trouble.  I really don't know what might be the problem since you should be able to go into build mode when there is an event happening.  Please provide more details about exactly what you're trying to do, step by step.  Also, are you playing on PC / Mac or console (Playstation / Xbox)?  If you're on PC / Mac, do you have any mods / CC?  Can you provide a screen capture of the issue?

@5wrk3t1awocz Are you using custom content or mods in your game ? If so, have you tried removing those ?

Try removing everything and see if it then works.
