build mode being odd

this is how my screen looks like when i open build mode, i deleted the whole game yesterday and reinstalled it, but i still have this problem. I would say it could be because of a mod but i doubt it because my game was fine the day before when i was playing. please help!!!!

when i open up build mode on any game i cant leave it or i dont have any objects below it. I have completely deleted then reinstalled my game and i still have this problem, i also went on older saves and other households and its there too. Below is an example of my screen, i do have mods yes but i didnt have this problem when i was playing with them the other say so i doubt it could be from that, as you can see there are no options for editing at the bottom or the top half of the screen. please help me!

So when i press the build mode button in game my screen doesnt change, there are no building options at the bottom or the top, and i cant leave it, i have tried this in different households and saves, the problem is still the same. i deleted my whole game and reinstalled it but it didnt change anything, i do have mods but i doubt it would because of them as when i was playing the other day it was fine. What should i do? please help me!

@toczlivia I've merged your posts and will be moving you to Mod/CC Issues. You need to test without mods and CC, even if you don't think that's the issue. Please see my earlier post in this thread.
