Build Mode...WHERE ARE YOU?!?

After the most recent update, I loaded up and build mode was GONE. The toolbar, doesn't exist. I've offloaded the game, reset everything. Deleted mods and CC, still no build mode toolbar.

I'm a little frustrated, and not quite sure what to do. Don't get me wrong, I love the pre-fabricated homes the game gives us, but...i also really enjoy making a custom space for my lil sims to live in and I can't.

Help?
