Build/buy DLC content and CC missing from B/B menu

When I last played yesterday, some expansions in CAS were missing but B/B was fine. Today, the CC items are loading in the house and working fine but i'm missing quite a few DLC items from the B/B menu and there are 0 CC items. I loaded the game for the first time an hour ago, i started by updating the app then loading the game. None of my CC needed updates, i made sure all expansions are active in marketplace, and ive repaired the game once to troubleshoot
