Businesses and Hobbies

I can assign different sections of my house as Residential, Public or Employees Only, but in two different save files, whenever I try to Register A Small Business, I either don't get the panel to open up, or it does, but everything's blank and the logo drop-down menu only features a blue square. After I exit the panel, I cannot click anything in Build/Buy mode or the Options menu. Please fix this. I was really looking forward to trying out this pack.
