Can you add shutters to windows?

Does anyone know if you can add shutters to windows that don't have them?? I feel like I have added them before, on accident.. but I quickly hit the undo button so I'm not sure if I actually added shu...

Yes, in my house i have shutters on my windows. I'm not sure what category they're in though :)
