Can't edit the hermit's lot

I tried to build a shop on the secret hermit's lot in the deep woods in Granite Falls, but when I exited the build the shop didn't work and the hermit is gone. I also can't edit the lot anymore not even with bb.enablefreebuild on. 

I changed the lot type through a mod, but even through that mod I can't edit the lot. Can anyone help?
