No kiss/woohoo between partners

None of my sims in new or old saves can woohoo or kiss and only have the very first romantic interactions that sims do with any sims (flirt, blow kiss, pick-up line, etc.) my sims can't kiss their partners, spouses, or just any sim they have a high romance bar with. it doesn't matter how full their pink bar is they cannot kiss or woohoo. the kiss interaction doesn't even show up for me to click, but the sims can do it autonomously, i just can't tell them to. the woohoo interaction still shows up on the bed (idk about any other woohoo spots cause i only tried the bed) and while i can click it the sim just won't preform the action, and it doesn't even show up in their task bar thing

I'm really lost and ive already updated all of my mods that needed it, but it still hasn't fixed the problem. if anyone else is having this issue but fixed it, can you tell me what you did? thank you!
