Cant load my cc and tray files into ts4?

Basically what i said in the title. Ive had ts4 downloaded for ages and overtime have gotten 5+ GB worth of CC, but i had it in my c: drive instead of my d: drive (which has more storage). i needed to free up space in the c: drive, so i uninstalled the game and downloaded it in d:, but it doesnt look the same as the previous file and was missing the mods, tray and saves files. I copy pasted the Mods+Tray files from a copy i had beforehand that i had saved, but i cant seem to get the mods to work. ive attatched the before and after of what the file system looks like.
