Can't move objects up or down using Ctrl 9 or Ctrl 0

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.96.397.1020
What expansions, game packs, and stuff packs do you have installed? All Expansion Packs, Werewolves, Realm of Magic, Parenthood, Vampires, Spa Day, Outdoor Retreat, Nifty Knitting, Tiny Living, Laundry Day, Fitness, Backyard, and Movie Hangout
Steps: How can we find the bug ourselves? Turn on testingcheats true, turn on bb.moveobjects on, go into build move and press ctrl+9 or ctrl+0,
What happens when the bug occurs? It doesn't raise an object or lower it. Or if I use the num pad, it makes my view go to the second floor for ctrl+num 9
What do you expect to see? The object move up or down.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure 

I'm totally lost as to why its not working. I'm new to building and I wanted to try it too but when I use any variation of 9 or 0, ctrl, alt, shift, num pad...it doesn't lift the object up at all. I had TMEX Better Build Buy so I removed it as well as other mods to see if that fixed it, but it doesn't work. I've also looked through different forums but none of the fixes work for me including the deleting VideoCameraStates.ini. I even considered my MMO multi button mouse causing issues but still nothing. Anyone have other tips? ☹️

    The way to move things up and down with the 0 and 9 keys is grab an object then hold Shift then press 0 or 9.  You only need to have the move objects cheat on.  Having Testing cheats on isn't needed to use Shift 0 or Shift 9.

    All objects have a default position that they snap to and for most of them, Shift 0 doesn't work to lower them from the default position but Shift 9 will raise them.  If you raise an object with Shift 9, then Shift 0 will work to lower it back to the default position but no lower.  Some objects, mostly build objects like columns can't be raised or lowered.  Things like pictures will snap to the wall in several positions while mirrors will only snap to one position.  You can raise both pictures and mirrors and you can lower them back to their original position but no lower.

    @SatanicLette Do you have mods or CC in your Mods folder? If so, do a "vanilla" test to see if a mod/CC is your problem: Drag the Mods folder to the desktop, delete the file called localthumbcache, open the game to test, and exit without saving.
