Can't select venue for wedding events

Unable to select a venue when trying to create a wedding event.

I'm having trouble getting any type of venue to show up when selecting time and place for a wedding event. 
I own wedding stories. 

I go to select sims, I select goals, I select dress code, and when I go to select the venue it's blank. 

I own all packs except for a few kits.

I tried playing with no mods and error still happened. 

I tried a new save and there was no error. Leads me to believe it's an error with the file itself. 

I deleted the folder and started a new game. No error. 

Added my file to the new game folder. Still has an issue. 

Not sure what else I can do to try to fix it, or if it's just broken for good.
