Can't turn off freebuild on residential rentals

What happens when the bug occurs? free build will not turn off
What do you expect to see? the ability to build in my apartment as a household

I've built two apartment buildings, made sims and then moved them in. This has happened on BOTH lots. I have put kitchens and bathrooms in the lots, moved my sims in, and then tried to put furniture in the apartments but both times I go into build mode it puts me into freebuildmode and I can edit every apartment, not just the one I live in. I've moved the sim out and back in and the issue is still there. But when I roll over items in the catalog, after moving out and chosing "sell furniture" it shows those items are in my household inventory. Obviously I cannot see the household items.
