    Oopsie. I missed testing mods on this one, and it turns out it is being caused by the No Weather in Build/Buy Mod by TwistedMexi. It hasn't been updated in 4 years. I will look for a new mod to fix the weather if it starts bugging me again.

All of them. I first noticed it a couple of years ago when I went to redo my kitchen and wanted to use the reward counters, they were locked even though I had a grandparent who had unlocked them a while back, and I had used them on a previous lot.

Currently I have an ex-cop in the household, but do not have access to any of the bar doors and walls they unlock. And my athlete of course.
