This does look like a CC issue. You said you removed your mods folder, but it looks like you may have left something behind that could be hiding elsewhere in the user folder. So, try this: Move your entire The Sims 4 folder to your desktop or somewhere out of the Electronics Arts folder. Start the game and see if it still happens in a new save. If it does, then do a game repair. If it doesn't, then once you've made and placed the new sim, save and exit. Then copy your saves folder from the old user folder and restart the game. Take a sim to CAS from Manage Households to see if it happens. If not, then exit the game and copy your mods folder over. If the problem reappears, then there is something in your mods folder that you'll need to hunt down and remove. Given what I see in your pics, I would look at everything you have that goes on the lower body first, but it could be other things you might have like body details or tattoos, so you need to look at those too. If you still haven't found it, then check everything else until you find the file causing the issue. If the problem doesn't reappear after moving in your mods folder, then you should be good to go. All you would need to do is copy over your tray, screenshots, and configoveride and custom music folders.
