Hard to say for sure but in v1.19 we added another set of base skin textures, it's possible these textures are now overriding the changes you've made. Take a look for the resources with the following instances:
Also note that textures may appear in ClientDeltaBuild packages, if they do they will take priority over the ones that appear in the ClientFullBuild packages. Files may also only appear in the ClientDeltaBuild packages.
