What I figured out for my sims is that any sim that ever had CC shoes on their everyday outfit might have a chance to get this issue.
My other sim has only worn in-game shoes and removing clothing for that one in CAS has solved the issue for him.
I removed all CC boots from that first sim and removed the boots in CAS from the werewolf, copied over the bare werewolf on all outfit slots but it still didn't fix it for that sim. The only other thing I can think of is when your sim has the ability control transforming you might be able to remove the clothing from that werewolf with MCCC.

That doesn't appear to be the case for me, as the sim that I have with this glitch has never worn CC shoes. What is also strange about my sim is I created him in CAS as a standard male wolf sim and assigned he/him pronouns, then when this glitch showed up he was suddenly renamed the same name as the female sim in the household, got changed to she/her pronouns and wolf form is now wearing high heels. I was able to go into CAS and correct the name and pronouns, but the shoes remain stubbornly stuck. (It's kinda funny, big beefy werewolf in white platform heels, lol) I'm currently using a mod that alters feet to look like canine feet to cosmetically cover up the glitch, though it's not perfect.
