Cheats not working for Sims only

The pie menu does not open when using shift-click when clicking on Sims only. I tried testingcheats true and it said that it enabled, but shift-click pie menus still only open when clicking on inanimate objects. When shift-clicking a Sim with the cheat console open, it returns a NoneType error
