I have cleared the cache, repaired the game (multiple times), reinstalled everything, but I still get these issues with the blue squares in place of the kits / new ranch pack. (If you can't see the screenshot I have included, if I go to the "kit" page (before loading a particular game), in place of the last 6 kits that have been released I have a blue box. for the unowned kits, there is just the word "Un" instead of the full "Unowned" that other kits have. The owned kits have nothing under the blue box, same as the other owned kits. I have the same blue box for the Ranch expansion pack
In the game, in build mode, I can't select any of the (blue square) kits/pack in the drop-down list (the names don't even appear for me to select), but I know that in one household, I have bought the nectar making barrel/machine.
I only really realised what was happening when I wanted to get the greenhouse kit windows in a specific build, and couldn't find them

@CeryleG If you use any mods or custom content at all, please move the Mods folder to the desktop and delete localthumbcache.package. You don't need to save your progress; this is just for testing.

You're right - it seems that I have a mod that is blocking all of the recent packs/kits. I did originally remove the mods when I was first trying to test this out, but I'm sure I didn't see a change the first time round. I suppose now I need to look through all the mods to see what is doing it. When I find out, I'll put it up here for others' reference, too.

Surprisingly, its not a mod, but every single bit of CC - I can't even add in a CC wallpaper that I made (which is a recolour of an EA base game - I needed a different colour, so used that to learn how to make CC)

Plot twist. I checked with just mods and no CC, and it worked. Then I removed everything again, and deleted the localthumbcache.package, then put the mods back in and restarted, and it's back...
It turns out that when I did the check last time, I put in all mod folders except one - and when I started testing CC, that folder was added in with the first group I tested, and it wasn't removed again when I was doing the remove to see what doesn't work, as it was a mod folder.
The issue was a mod found on Curseforge - All Worlds are Residential by Zerbu
