It sounds like you created a folder yourself and thought that adding a resource.cfg file to it would make the game use it. However the game only reads the folder itself made the first time you started the game. Like I wrote that will not work unless you made a symbolic link. Use the instructions I posted to find where the Mods folder the game is using is located. By default that will be here: Documents\Electronic Arts\The Sims 4\Mods
