It sounds like you created a folder yourself and thought that adding a resource.cfg file to it would make the game use it. However the game only reads the folder itself made the first time you started the game. Here is an easy way to find out which folder your game is using: https://sims4.crinrict.com/eng/2018/07/how-to-find-your-user-folder/

Like I wrote that will not work unless you made a symbolic link. Use the instructions I posted to find where the Mods folder the game is using is located. By default that will be here: Documents\Electronic Arts\The Sims 4\Mods
If you want instructions on how to make a symbolic link let me know.

If you want to store your mods and other user data in another location, you'll need to use a symbolic link to tell the game where to look. Follow this tutorial
