custom content won't load in mods folder

I've been struggling with getting my game to work the way it used to ever since I moved to a new computer. At first it was getting the game to load at all, but I was able to fix that by taking out all of my old CC and mods and uninstalling and re-installing the EA application and the sims. Now, after not being able to put any of my old CC back into the mods folder, I've decided to live with it and just download a bunch of completely new CC. So I did, and now for some reason the little blue circling arrows won't go away as the 'status' for any of the documents inside my mods folder. When I used to download CC before, they would be there for a little bit and then go away, allowing a green checkmark to pop up. But it's just staying on the blue arrows now. I'm really frustrated and just want to play my game. Anyone know how I can fix this?
